Fix libtiff dependencies, avoid using system libraries (#588)

* Remove tmate debugger

* Bump version to 2.4.4

* Fix libtiff dependencies may wrongly added

* Add matrix tests

* Add tmate debug

* Disable libdeflate for libtiff

* Remove ssh debugger
